The Cyber Corps Association is a non-profit organization that supports people who are serving or have served honorably in the U.S. Government's Federal Cyber Service through the Scholarship For Service (SFS) Program and the Department of Defense (DoD) Information Assurance Scholarship Program (IASP). John LaGuardia, CISSP, CEH, Security+
Chairman of the Board of Directors

Mr LaGuardia is a 2005 Federal Cyber Corps graduate. He started his civil service career with The White House, progressed along assignments with the U.S. Army, Navy, Department of Defense (DoD) and Intelligence Community (IC) Agencies, and currently supports the Department of Homeland Security (DHS) Office of Intelligence and Analysis (I&A).

LaGuardia brings a wealth of knowledge on the Federal Government and various processes and has networked Cyber Corps members for several years and formally as the Cyber Corps Association Employment Opportunity Committee Chair. In addition to his Cyber Corps support, he serves as the Chief Information Security Officer (CISO) with Young Government Leaders supporting next generation professionals in the Federal Government and was recognized by Federal Computer Week’s Rising Star Program in the government IT community.

He earned his Bachelor of Science in Computer Science from Virginia Tech, and a Master of Science in Computer Science from University of Tulsa.

Justin Hoeckle, M.S., B.S., CISSP

Mr. Hoeckle was elected to the position of Secretary in March 2009. Justin comes from a career in IT and information security in the National Capital Region and the Pacific Northwest. He has over 15 years of IT work experience working at a variety of non-profits, large educational institutions, large commercial businesses, and governmental organizations. He currently serves on the faculty at the Johns Hopkins University’s Information Security Institute where he develops coursework and lectures on Computer Forensics and Information Assurance Policy and Law courses. Mr. Hoeckle also serves at the Department of Defense (DoD) as a Computer Scientist for the incident response and recovery, the enhanced security architecture analysis, testing, and compliance teams. He specializes and has research interests in incident response and recovery, threat based penetration testing, enhanced compliance auditing, and specialized information security and assurance research.

Mr. Hoeckle’s educational and training background includes a Masters of Science in Security Informatics from the Johns Hopkins University, and a Bachelors of Science degree in Computer Science from Western Oregon University. He is a Certified Information Systems Security Professional (CISSP) and is trained and by the Defense Cyber Crime Center for: Windows/Linux Incident Response, Forensics, Seizure, Malicious Code Analysis, and Hacking.

Patrick J. Kelly, MPP, Associate of (ISC)2
Secretary, Board of Directors

Mr. Kelly was elected to the Board of Directors in June of 2009. He is a graduate of the Masters of Public Policy program at George Washington University where he tailored his studies to focus on Cyber Security & Information Assurance Policy through the Scholarship for Service Program. In May of 2007 he accepted an internship at the Federal Reserve Board of Governors and returned in 2008 after graduation as an IT Analyst in the Reserve Bank Operations & Payment Systems Division. In addition to his support for the CyberCorps Association, he is a member of the (ISC)² U.S. Government Advisory Board for Cyber Security and is a member of their Executive Writers Bureau, serves as the Issues Director for Young Government Leaders and recently joined the Annenberg Speakers Bureau to promote cyber security careers in the Federal Government.

Brian Schwartz, GSEC

Brian Schwartz was elected to the position in December 2008. Brian comes from a background in website design, administration and development. In 1996, Brian founded iMova Web Studio, L.L.C. – a small firm based out of Ohio specializing in custom web development and specialized application design technology. Brian has worked for the Department of Defense for over three years designing and implementing web applications for DoD executives. In 2007, Brian went on to pursue his Masters of Information Assurance at Iowa State University as a NSF Cyber Corps Scholarship recipient. He is currently the program manager for the Computer Incident Response Team at the Office of the Comptroller of Currency in Washington, D.C.

Steven G. Hernandez, M.B.A., CISSP, CNSS, CAP, SSCP, CSSLP, Security+

Mr. Hernandez is an information assurance professional presently working in the Washington DC area. He completed his MBA in Computer Information Systems and Information Assurance at Idaho State University. He also holds a BBA in Computer Information systems from Idaho State University and degrees in electronic systems, lasers, and electro-optics. Through his work with the National Information Assurance Training and Education Center, Hernandez has lectured on topics in information assurance, risk management, capital planning and investing in security, certification and accreditation, and the business justification of certification and accreditation to graduate level audiences. Hernandez is actively involved in educational content development for the International Information Systems Security Certification Consortium. He has been involved in information technology work in a variety of fields including the federal government, education, higher education, industrial manufacturing, the finance sector and agriculture. His present interests include identity management in the federal government, IT security in federal contract law, risk management through collaborative diversification of IT infrastructure, and how organizations can transfer risk.
